This program offers a $1000 cash allowance to be applied toward the retail purchase (Type Sale 1/B) or lease (Type Sale L/E) of an eligible vehicle. Eligible consumers include: active military, active military reserve, retired military (honorable discharge and 20 years of service required), and retired military reserve (honorable discharge and 20 years of service required). Honorably discharged veterans are eligible within 6 months of discharge date.

Eligible branches of the military are: Army, Navy, Air Force, Marines, Coast Guard and National Guard.
All eligible personnel must present their military I.D., discharge papers (DD214 form), or other documentation that clearly reflects their eligibility status, to a franchised Chrysler dealer in the United States at the time of retail purchase of an eligible vehicle.
The vehicle sale or lease must be registered in either the name of the eligible participant or registered in the name of an immediate family member living in the same household.
Spouses of deceased military members who meet the eligibility criteria above are eligible to participate.
The eligible retail purchase or lease customer must assign the cash allowance to the selling dealer. The retail purchaser’s order must show the cash allowance as having been applied to the vehicle’s purchase price, or in the case of a lease customer, as reducing the total lease obligation (12 month minimum lease term).
When the military I.D. or discharge papers are presented that bears a former or changed name, the customer must substantiate the former/changed name with a copy of legal documentation, (i.e., marriage certificate, divorce decree, court order). The dealer must retain copy of this documentation to verify customer eligibility.

For active personnel a copy of their Leave and Earnings Statement (pay stub) must be retained in the sales jacket, for discharged military personnel a copy of their DD-214 must be retained, and for retired military a copy of their Retirement Account Statement or 1099R must be retained. For disabled vets, a veteran’s affairs statement proves their military permanent disability. ID cards will also say DAVPRM.
The total consumer incentive payment must be clearly shown as a separate line item reduction in the calculation of the purchase price on the signed FINAL buyer’s order/purchase contract or if a lease, on the FINAL lease contract on the “Rebates and Non-Cash Credits” line. This computation must be done at the time of sale or lease, and must be identified on the buyer’s order or purchase contract as a sales incentive/rebate.

Overseas Military Sales Corporation (OMSC), known to the military as Exchange New Car Sales(ENCS), was founded shortly after WWII by two young combat veterans. Its roots date back to a local Dodge Dealership in Brooklyn NY, Goldring Motors, which was located near the Brooklyn Navy Yard (where newly arriving ships landed). Back then, the concept of outstanding customer service, no-haggle pricing with full disclosure and no hidden charges, and exclusive military protections were unheard of. These, however, were founding principles of Goldring Motors.
In no time, the dealership developed a reputation military personnel could trust. Troops would line up outside the door, based on little more than word of mouth. Now service members were afforded the opportunity to custom order a car to their own specifications before they returned home, and pick it up when they arrived. The OMSC program provided consumer protections that existed nowhere else in the industry at that time.
In the mid-1960’s, the U.S. Congress voted to authorize the Army and Air Force Exchange System (AAFES) and Navy Exchange Command (NEXCOM) to incorporate a new car sales program into their services. To participate in the program, each U.S. car manufacturer was required to adhere to congressionally regulated pricing and a host of extraordinary consumer protections. Since many of these had already been long-established features of the OMSC program, OMSC was selected by the U.S. automotive manufacturers, and the Department of Defense to administer and market the program on U.S. military bases overseas.
OMSC has performed that role ever since, operating under the Exchange New Car Sales (for Army, Air Force and Marine personnel) and Navy AutoSource (for the U.S. Navy) brands. Additionally, OMSG sells leading foreign manufactured vehicles throughout Europe and Asia through our Auto Exchange and Military AutoSource divisions.
